Director (Acting), Regulatory Affairs Unit | Ministry of Financial Services and Commerce

Andrea Proctor is the acting Director of the Regulatory Affairs Unit within the Ministry for Financial Services and Commerce, having joined the Ministry in 2018.  Her responsibilities include regulatory engagement, and overseeing the implementation of policy and regulatory measures by agencies falling within the Ministry’s purview, including the General Registry.

Ms. Proctor is admitted to practice Law in four jurisdictions and holds an LL.M: Banking and Finance from the Queen Mary and Westfield, University of London and more recently, a certification in Regulation: Theory, Strategy and Practice from the London School of Economics. Prior to joining the Ministry, Ms. Proctor practiced as a regulatory Attorney in the Cayman Islands, and a Solicitor in the UK.  She is a Chartered Member of the Chartered Institute for Securities and Investments.
