Haymond Rankin is a qualified attorney and fintech executive recognised for advancing Cayman’s leadership in digital finance. As Associate Director of FinTech and Virtual Assets at Cayman Finance, he leads engagement between industry and government on the policies and market infrastructure that connect innovation with trusted regulation, including work on stablecoin frameworks, tokenisation, and the evolving virtual asset regime.
He began his public service career at the Office of the Ombudsman, where he contributed to the rollout of the Data Protection Law and later served as Acting Deputy Ombudsman overseeing government complaints. Today, he represents Cayman across international policy and industry forums, strengthening collaboration between regulators, investors, and technology providers to drive sustainable growth in the digital economy.
