The Honourable André Ebanks, MP, is the minister for financial services and commerce, as well as investment, innovation, and social development, following his election to the Cayman Islands House of Parliament on 14 April 2021.

Under his remit for financial services and commerce are: General Registry; Department for International Tax Cooperation; Department of Commerce and Investment; Trade and Business Licensing Board; Liquor Licensing Board; Special Economic Zones Authority; Cayman Islands Monetary Authority; Auditors Oversight Authority; Cayman Islands Stock Exchange; Stock Exchange Authority; Civil Aviation Authority; Air Transport and Licensing Authority; Maritime Authority of the Cayman Islands; Cayman Islands Government Office in the European Union; and the Financial Services Legislative Committee.

Under his remit for investment, innovation and social development are: Invest Cayman; Cayman Islands Government Office in Asia; Cayman Islands Government Office in North America; Department of Children and Family Services; Business Development Centre; Sunrise Adult Training Centre; Needs Assessment Unit; E-Government; Computer Services Department; Cyber-Security; Cayman Islands Intellectual Property Office; Children and Youth Services Foundation; Adoption Board; Housing Repairs Committee; Film Exhibition (Control) Board; Copyright Tribunal; Trade Marks Appeal Tribunal; and the Design Rights Tribunal.

Before the 2021 election, Minister Ebanks was the Cayman Islands Representative to the UK and Europe from 2019 to 2021. His role included representing Cayman’s political, policy and regulatory affairs; liaising with other Overseas Territories and the UK Foreign Office, business development, and assisting Caymanians with a wide range of matters.
He was deputy chief officer in the Ministry of Community Affairs, with primary responsibility for the Department of Children and Family Services, the Needs Assessment Unit, and the Gender Affairs Unit from 2018 to 2019 and a senior policy advisor in the Ministry of Financial Services from 2014 to 2018.

Prior to becoming a civil servant, Minister Ebanks was an associate and member of the Investment Funds Practice Group of Walkers (Cayman), where he specialised in investment fund formation, restructurings, and liquidation. Prior to that, Minister Ebanks was an investment funds associate at Appleby Cayman.
After obtaining a Masters in Legal Practice from Manchester Metropolitan University, Minister Ebanks was called to the Bar of England and Wales in 2005 and to the Cayman Islands Bar in March 2006. Minister Ebanks also holds a Bachelor of Laws from the University of Liverpool and a degree in sociology from Morgan State University (Maryland).
